Kindly specify your SAP Business One Version and patch.

Windows Service "SAP Business One Job Service Backend" in SAP Business One Version 10.0, no longer exists. In your case, it could be remaining from the older version after upgrade for some reason (upgrade issues or failure) as it is usually removed during the procedure.
