SAP S/4HANA Public Cloud -Master Form Template changes not showing up in the related Content Forms

SAP S/4HANA Public Cloud (TEST) - The updates and changes I've made in my Master Form Templates continuously are not showing up in the related content forms. 

For example, our company created a customer master form during original implementation that had no footer. No this is something we very much want to utilize. I identified the correct master form, downloaded it, updated it in Adobe LiveCycle, uploaded it. My assumption is now when I download the related content form it should should display this footer but it doesn't. Am i missing something? perhaps there is an additional step?

Similarly, we don't want any "Test Copy" watermarks in any of our forms in any situation. So I updated several master forms to delete the watermark object and binding. I than did the same process as above, but again none of the content forms show these changes. 

Please help! We really want to bring these changes into production.
