SAP S/4HANA Cloud, Public Edition with BTP?

Can SAP S/4HANA Cloud, Public Edition use or integrate with BTP? because I have a need to access BTP such as Web IDE etc

yes that is the whole purpose behind BTP. It's meant to be an extension platform for SAP S/4HANA.

The answer is yes.

As part of the subscription to SAP S/4HANA Cloud Public Edition, you get the BTP as well. There are two primary usages of BTP: being an integration hub to other apps, SAP or non-SAP apps. Being a platform to develop your own apps which is used with the Public Cloud. In the Public Cloud, we have developer extensibility (Tenant D.080) which is for extending standard functions. If you plan to do beyond that, the BTP is the answer.
