Requirement is Supplier sends Pre- shipment 2 weeks before the delivery date.
Example : PO will have 2 line items. Line item 10 - 800 pc and Line item 20 - 4 pc. Vendor will ship 4 pc 2 weeks in advance. Quality team will test the 4 pc. If 4 pc are approved, inspection for 800 pc should be skipped.
What functionality in SAP QM can i map this scenario. Couple of findings Source inspection, early inspection lot or skip lots.
Please suggest.

The mentioned features are very different.
The early inspection lot is available only for production or process orders and, as Craig mentioned, when you are using inspection type 04. The inspection type will be created in advance, when you release the order, and the inspection can start before the actual goods receipt.
Skip lots will happen when you use a dynamic modification rule and you will have different quality levels defined. Depending on the results of the previous inspections, you may go to a tighten level, where you will carry out more inspections, or to a quality level where you can skip the inspection for some batches.
A source inspection, is a quality inspection executed for a purchasing document before the actual goods receipt and, as mentioned by Craig, it seems to be the best fit to your requirement. See the following link for more details:

This requirement can be achieved through SKIP LOT INSPECTION PROCESS
this skip lot process can be used for any type on inspections
as your case is purely procurement my suggestion to use 01 (GR against Purchase order inspection type)
hence follow the below instructions
1. Create a dynamic modification rule with different stages (1st stage inspect 1 lot, 2nd stage Skip 2nd lot)
2. Assign the DMR in Quality inspection plan header / material master inspection setup
3. Create the quality level
4. then do the GR against the purchase order, where first time system will generate the quality inspection lot
second time for the same material system will automatically post the stock to unrestricted by generating a quality inspection lot with SKIP Status

I would be careful about using Skip Lot for this scenario, as it will only work if there is never any overlap of PO's coming in. Using Source Inspection for preshipment testing is the correct solution. Also keep in mind the batch number should be present in the PO / Inbound Delivery in order for this to work correctly.

Just want to add to this:
Functionally speaking, most places doing this type of inspection do not want to actually take delivery of the testing qty. This material is not usually placed into stock and inventoried. Source inspection allows this happen.
There is no such thing as early lot creation for an 01 inspection type. So using DMR for this means that you must receive the provided material to test against the order. This creates the inventory and creates financials against your PO. If rejected, you than need to show disposal and write off of the material or return it to the vendor. Your PO now shows 4 items received. You would need to do a return to vendor to clear the financials of these or show a write-off of the value. Most places don't want to do this.
With source inspection, the units inspected are not inventoried and counted against your PO. Thus, when you do the actual receipt, you receive in the full qty of the shipment. Those sent earlier for inspection are usually not included. I.e. this is the "cost" the vendor assumes by doing business with you. Depending on the material, the sample size is often insignificant anyway. But that is of course industry specific.
DMR on 01 inspections is not use to approve incoming material. It is used to ensure annual inspections or regular inspections of suppliers that do not typically have every shipment inspected.
