SAP Public cloud QM-Master Inspection Characteristic_S_QPMZ migration error

Hi Experts ,

When I try to migrate the "Master Inspection Characteristic" and import data from the "S_QPMZ#FreeText" . When "KATALGART1" = 9 (Defect Types), I couldn't simulate successfully. The error message was "Selected set ZLAN004 in plant for catalog 1 is not available.", I confirm that the value "ZLAN004" is correct and functions properly when manually creating data.

I tried using another CSV format, manually adding the catalog 2 field, but an error occurred during the upload phase, How can I deal wtih this issue? Thank you.
