SAP PP routing deleted but still visible in table PLKO but not in MAPL

Hi,

a routing with group counter nr 9 has been deleted in ca02 and afterwards in ca98.

now I try to create the routing in ca01 for the same group counter nr 9 but the system tells me that "

Group counter already exists for the routing, Message No. CP202"

But when I go to ca98 I do not see this group counter 9 anymore, neither in ca02 or ca03. When I check in the table MAPL, I don't see the routing with group counter 9. I see it in PLKO.

what is wrong? routings deleted in ca98 are normally erased from the table PLKO, and then we can create the routing with that group counter again....any idea where to look, how to completely erase that routing?
