I have confirmed that as of now the system only supports user to create project stock order from UI side.
We would recommend posting your query in Influence Forum so that our Development Colleagues will look into this. Note you may search for and if not found, register your requirement for this feature in the SAP Business ByDesign Customer Influence Forum, at Influence Opportunity Homepage - Customer Influence. Other customers can then vote for it, which will assert its legitimacy as a standard feature by showing the industry need and in turn influence the implementation schedule of the requirement.
