sap cloud platform code qs51 error

I want create a catlog 9 that use the T-code qs51 in sap cloud platform. but when i enter  it display a error message . 

Message no. QS204

I don't know how to do, somebody can help me, thanks.

This is because you have not activated the Catalog type 9 in the configuration --Go to Logistics General-->Quality Management -->Quality Planning -->Catalogs-->Define Catalog types

and Make sure for Catalog 9 -->selected set Allowed checkbox is checked

In S/4cloud platform ,it's not the configure.

Try searching for Catalogs or Quality Planning ? I can find in under Quality Planning in using SAP GUI
