Hi Liew,
I solve the problem by putting directly the license file on server under the path
/opt/sap/SAPBusinessOne/Common/License/webapps/lib/
and rename it to
B1LicenseFile-<your installation number>.txt
(you can check your installation number inside the license file)
After this, i restart the service tools and when it start, it started with the license loaded.

Have you installed 32-bit and 64-bit HDB clients to the default paths?
64-bit: /usr/sap/hdbclient
32-bit: /usr/sap/hdbclient32

Hi Liew,
Do you find the problem? I'm facing the same as you with PL12 version.
The only thing that i found on the logs is that the file is corrupted.
Error "Failed: L_LIKEY_FILE_IS_CORRUPTED"
I download the file by different scenarios(Mail, Portal) and the problem persists, so it can be something in the License Manager configuration.
Please tell me if you are able to solve this problem.
