Hi Marli,
The MRP is not terribly sofisticated. That means that it will try to fulfill Required Stock levels, and needed stock for open sales orders.
If your open sales order contains 4 pcs of 4-foot (with stock 0), the MRP will create a PO for 4 pcs of 4-foot.
You might be able to make the MRP create a PO for 1 pcs of 16-foot, using a "deconstruction" BOM for the 4-foot item. I.e. 4 pcs of 4-foot end product, will have 1 pcs of 16-foot as the component.
You can also test how this would work when staggered. I.e.:
With such a setup, you could test what the MRP will do when there is an open sales order for 4 pcs of 4-foot. Conceivably the MRP will try to create a PO for 1 pcs of 16-foot.

Sorry, I have no experience with the UoM groups functionality, and I do not know if there is a report for it.
However, my suggestion would entail having separate items for each length. Production would be the method to convert one to another. I suppose it would also mean that your UoM would be pieces instead of feet.
