Running into an issue with the components wizard when trying to install the web client components. After I go through the setup menus and hit next nothing ever happens. Tried it a few times, rebooted, disabled av, made sure it was run as admin. Anyone know how to fix this? Image below is all there is.

I ran into the same problem. Some components simply refuse to start the installation on new VM.
Finally solved the problem. It is the same issue we had in the past when setting up the SAP Client, and after install there were no DB server and no company available.
We run SBO on SQL Server 2017. According to Adminguide on machines running the Client or B1 services, MS ODBC driver 13 is required for MSSQL 2016 and 2017. Even tough that is installed, the client or services or addons don’t work or even will not install at all, because of connection issues. See the windows event log, connection issues, unfortunately without the cause, so you can only guess.
I just can recommend installing „Microsoft SQL Server 2012 Native Client“ - solved the majority of issues with SBO, and once more this driver was key to get that stalling Component Wizard setup working on new VM for WebClient.
Still unclear why that SQL Client is the culprit. We run latest Windows Server OS, Windows 10, all full patched and x64. This issue regularly shows up and I have marked it in handout as first possible solution.
