S4/HANA standard PR workflow for PR relase Email notification not recived to 2 level Approval agent

We are using the S4/HANA standard PR workflow for PR release (WS00000038) with 3-level approval. The first person creates and releases the PR. At that time, an email notification is sent to the second approver. However, when the second approval agent releases the PR, the email notification is not received by the third approval agent. I have already checked that email addresses are assigned for all three agents. We send email notifications through the RSWUWFML2 program with the variant below.

Hello,

Have you check configuration assigment role/yser to release code for release strategy ? Check if 3rd level maintain as Agent and release code.
