Run ko88 with WBS substitution, the line item which not meet the prerequisite is also substituted

set FI substitution step of wbs element substituted when run ko88.

but the line item which not meet the prerequisite is also substituted.

e.g.

Prerequisite: BKPF-BUKRS = 'xxxx' and BSEG-HKONT = '00001'

Substitution: WBS = 'PROJ1'

After run KO88, whether line items meet the prerequisite or not, also be substituted.

PK 40 ACCOUNT 00001 WBS PROJ1

PK 50 ACCOUNT 00002 WBS PROJ1

why the second line item would be substituted? how to solve?

What is the call point for the substitution? Make sure that it is on line item and not on document in total.
