ROUTING_MAINTAIN-Entry P is not in table TCA41 error during material assignment to inspection plan

I don't have BAPI_INSPECTIONPLAN_CHANGE for material assignment to an existing inspection plan INSPPLAN group counter 01. I am trying with ROUTING_MAINTAIN. I am getting following error but entry P exists in table TCA41. Kindly guide.

Try with this FM CPCC_S_TASK_LIST_MAINTAIN instead (very similar to BAPI_INSPECTIONPLAN_CHANGE).
