Restricting applications and removing buttons

Hello,
I would like to inform you that the client is in PRD, and requires within its processes to apply restrictions to certain applications and functionalities within them.
-It is required that the Reiniciliation of compensated items app be added to a certain number of business users per area.
-In addition, it is required to restrict functionalities within some apps. In the "Reiniciliation of compensated items" app, they want to remove the "Reiniciliation" button for a certain number of business users.
Please provide your support to find out if this function is possible within the public version of the cloud. This option is important for the client.

It's not possible to remove "Delete"/"Edit" button for some certain business users. I mean it's not possible to remove a button like "Delete", while remaining a button like "Edit"/"Create". 

Write access could be set to "No Access" in business roles, but it would disable the buttons "Delete" and "Edit" together. 

From the UI, you could also remove the buttons, but it's for all users who could access those apps.
