Release request from DEV to QAS. Form is not active ?

Hi,

I want to change text of header and footer of SD invoice.

I used tc: SO10 to change them and tc: SMARTFORMS to move up/down them .

But when I tried to realease request (tc:SE10) from DEV to QAS I get the following message

Form ZLB_BIL_INVOICE_01 is not active

Message no. SSFCOMPOSER006

Diagnosis

Form ZLB_BIL_INVOICE_01 is not active. The form can only be exported in an 
active version.

System Response

The transport release is canceled.

Procedure

Activate the form and restart the release.

Please stop what you are doing and reach to a qualified ABAPer locally. This is not a suitable question for SCN. There could be many reasons why form is not active. Don't do any further damage, get someone who knows to help.

via SE03, I unlock the object in request D12K907072 but after that there is still the same problem during release request
