Release of purchase requisitions.

In purchase requsition, we have three levels of release for our release strategy.

C1- manager

C2- senior manager

C3- director

We see the manager can release for all 3 release codes C1, C2, and C3. This is non compliant.

We checked only release code C1 is assigned to user - Manager in SU01D. But still why is he able to approve for C2 and C3 also? Please advice what we need to check.
