We are currently considering data migration using LTMC.
Please provide guidance on the following two points.
1. Is it possible to create a project using LTMC in the development system and then transfer and import it to the validation system?
If transfer is possible, please provide the transfer creation method.
2. Is it possible to add items using LTMOM in the development system and then transfer and import them to the validation system?
If transfer is possible, please provide the transfer creation method.

Thanks for your patience. I have picked this case to speed up this process.
As of S/4HANA 2020, the system was classified to modifiable and non-modifiable systems.
Projects can only be created in systems that have the following settings:
Projects need to be created and configured in modifiable systems such as development systems and then be transferred using

KBA 3115120 - Cannot create a new project when using Staging Tables method.

Transferring Projects from One System to Another | SAP Help Portal
-> If you need to transport content from one system to another, you can use the Migration Object Modeler (transaction LTMOM) to add the relevant content to a transport request. You can add projects, migration objects, and rules to a transport request. Note that only the definition of a rule is added to a transport request. No values, for example mapping values, are included.
If you add a project to a transport request, then all migration objects and rules in the project will also be added to the transport request. If you add a migration object to a transport request, then all rules that are used by the migration object will also be added to the transport request.
-> A development package is required to transport a project to another system in your system landscape. If a project is assigned to a local development package ($TMP), it is not possible to transport the project to another system in your system landscape. If required, you can use a report to assign a development package to a migration project. For more information, see SAP Note 3119168 .
