Quotation status showing complete after the 1st reference for Make to Order Scenario

Dear Experts,

I am creating a Sales Order referring to Quotation for Make to Order Scenario. Item category for Quotation is AGC and for Sales Order TAC. Completion rule for AGC is "B-Item is completed after full quantity has been referenced". Complete Reference at header level copy control for Quotation to Sales Order is not marked. But Quotation status is showing complete after the 1st reference. Please help to identify if I missed any settings for not showing complete for the quotation after the 1st reference. For AGN these settings works fine.

May be you could check the SAP note '1872458 - Completion rule not read with MNTGA = 0'
