When QM notifications are created and viewed in QM notification worklist, we can observe a skip in number range in SAP Public cloud.
Why is this happening and how to prevent ?

Standard system behavior.
Number range object QMEL_NR is buffered.
When the system buffers a number range object, it does not update numbers individually in the database. It reserves a preset group of numbers requested and makes these numbers available
Buffering the number range object has a positive effect on performance.
SAP Note 62077 provides a detailed explanation for this symptom.
In S/4HANA Cloud it is not possible to disable buffering for the number range object QMEL_NR
