QM Notification Number Range Issue

Hello Team,
I have activated checkbox Early Number Allocation against Notification Type in Configuration.
When I try to create a notification using QM01 but don't save and come back.
Then I try to create the notification again the Notification number series is skipped and taking the next number series.
Why is this behavior so and what can be done to solve the same ?
