PS Budget and FM budget

Hi Experts,

I have a query, related to PS Budget .

Capital Projects are budgeted using sanctions/grants. Entire solution for Standard Budgeting is done.

Client is also using FM budget for other process except PS.

Now the requirement is changed and, client wants to track this sanctioned Budget. 

Budget Sanction is for CAPEX and R & D on a whole.

Should I change the solution to FM Budgeting or Provide some report to track this sanctioned Budget against the budget used on Project.

But where to post the Sanctioned Budget, as in standard SAP (any Object) ,to check the utilization against the sanctioned Budget.
