1.Can we config custom Project Profile, Budget Profile & Settlement profile in Cloud?

2. Can we Import Financial Plan for category PLN without GL accounts?

3. Can't we settle costs from Lower level WBS to Superior WBS(Say L3 to L2)?Getting error "KD325 settlement within hierarchy is not possible" when trying to add settlement rule for WBS.

I found the list of SSCUIs which are optional those activities can be carried by consultants. I would like to know, if business has requirements for additional project profiles, is it possible to configure by consultants or only SAP Expert User can do it?
