Professional Service : Copy Project with Staffed Resource

Contexte
In SAP Public Cloud, for a professional Services Project, we create our project in copy of a project template with use the Fiori app "Plan Customer Projects". These templates are used as the starting point for new projects, and contain staffed resources for the different WBS of the project.

Issue

Currently, when we use the "Copy project", and select "Work Packages, Services, and Resources", the resources are not being copied. We are looking into the feasibility of copying resources in this public cloud project. Anyone has seen this before? 
We activated the scope 6J0 and also found this OS Note: 2700550 , however configuration point is not available.

Hi, 

If the external staffing is active , then the resources do not get copied when the project is copied because the data is managed externally and subject to availability, approval and planning rules in the external RM.
