Overview :
In the older version of SAP (SAP 10 PL02 (10.00.120)), it was possible to change the production type to 'Planned' status after issuing and returning goods. However, this scenario is not working in the current version (SAP 10 SP 2308 (10.00.220) Hotfix1)
Expectation Scenario :
The System will allow to change the production type (planned Status) after issuing and returning goods.
Actual Scenario :
The system was not allowed to change the production type (planned status) after issuing and returning goods.
How can get this function in new version of SAP B1 ?

After a long days,I got a response from SAP.This is the final conclusion of this issue
SAP words:
"Please note that the expected system behavior is that the system does NOT allow you to change the status of the Production Order with existing transactions back to Planned.
Unfortunately the previous behavior was not desired one. The reason is that In certain scenarios it was resulting in data corruption.
We therefore do not have any way to bring back to old and incorrect behavior".

You can create an incident for SAP Business One Support team under the component SBO-MM and get it investigated.
Kindly mention this SAP Note while creating the incident.

Yes, I am facing the same scenario. However, in my case, there are no non-inventory items included in the production order
