PR Creation is not allowed during period 17.03.2020 to 24.04.2020 error while deleting PR

when we are deleting PR since the commitment amount must be released, we are getting this error "PR Creation is not allowed during period 17.03.2020 to 24.04.2020" can you please help on this.

is it custom message or standard message? post screenshot --seems like a custom message to me -you have to check with your abaper if this custom validation in user exit or BADI of the PR.
