PO release strategy not triggered

Hi

I have configured PO release stratergy with following details

Class - PO_REL

Characteristics Purchasing group

PO value

3 Levels of approval

1- Purchase manager

2 - COO

3. CFO

Also checked in CL30N and correct strategies are called ...

Still when we make PO no release strategy is called.Is there any way to analyze the triggering of release strategy from PO itself ? .When i checked assignments in CL24N and also triggering or release strategy from CL30N its working fine but not triggered while saving PO.And both configuration and PO are in sale client.
