PO Release strategy based on cost centers

Hello everybody! A customer needs  a new release strategy based on cost centers and I know that it cannot be done without ABAP. The PO release strategy is based on CEKKO structure and we don't have KOSTL field included. Any advice/suggestion is welcome. You can find the scenario below.
