Is it possible in same PO, material line items short text non editable and service line items short text editable?
You can make short text field in display mode in ME22N but not in MEA21N

In service master (AC03) there is checkbox next to description field "short text changable" should be ticked.
That will allow only to change the service master descrition which in the sub line item
