The situation which you have explained in your question is indicating that you have to follow ETL process.
Step 1. E => Extract the Data from ECC
Step 2. T => Transform if required sometimes client wants to make changes and do cleansing in the ECC data.
Step 3 L => Then load the data in S4HANA using standard SAP Data Migration tools
Master Data: Master data can be extracted from standard SAP reports and tables. To upload you can use Migration cockpit.
Transaction data: For the transaction data you can identifiy the transaction data which are open at the time of golive. You need to check the migration cockpit. In migration cockpit there are readymade programms available to load open transaction data. Explain the template to client and ask them to prepare some test data so that you can win their confidence by loading some open transaction data.
Historical data: Historial data take lot of time to prepare in desired formate. It includes long text and lot of data cleansing. Client wants to upload historical data but many times they want to put some criteria in it. So ensure that you design a good program or use standard migraion cockpit program to load historical data. Show a demo to client then hand over the program to client. Historical data is not go live critical. It can be uploaded even after go live. It takes a lot of time to prepare the historical data in desired formate therefore do not take ownership of historical data load. Take ownership of program (only program).
