Partner function in equipment.

In SAP Public cloud, we have configured new partner function (Install At), the same getting determined in customer master and sales order. While creating delivery and doing PGI, we link serial number to the material (Extras - Serial Numbers - assign the respective serial number).
Need help with the requirement is to have this partner function populated in the partner function for the equipment and should be visible in IE03.

I believe you need to Create and Assign Partner Determination Procedure to Equipment Category. Partner Determination for Plant Maintenance is generally maintained (in on Premise) under Master Data in Plant Maintenance and Customer Service - Basic Settings - Partners.
