Please make sure you are accessing the real part appraisal document, rather than the main appraisal document.
From the screenshot, I suppose you are using phap_admin(_pa) on the backend system when accessing the appraisal document, under such condition, please make sure the part-appraiser is used as one of the search criterion when you are trying to access the part appraisal document under the part appraisal in process sub status.
