Dear Cloud community,
It seems there is no migration template available to upload the objects:
- Packaging Instruction (POP1)
- Packaging instruction determination (POF1)
I can't seem to find a app to mass process this, nor an API to foresee in a mass creation requirement. Does this simply mean that there is no way of uploading this information into SAP S/4HANA Cloud Essentials? This is hard to believe as packaging instructions are defined per material and so thousands of creations need to be done.

Thank you for coming up with this concern on this topic here.
I can confirm that there is no migration object for Packaging Instruction (yet). It is unclear if there will be one in the near future.
To help with that, as this feature is not available, I suggest you create a feature request to SAP (2963059 - How to Submit Feature Requests for SAP S/4 HANA Cloud Product). With an Influence request opened, the feature request gains visibility by other customers and might speed up the release of this functionality in a further product version.
Meanwhile, I speculate that customers might be able to use the PI POST OData action as a workaround though.

Your finding is right. Today, there is no automatic migration possible. This is somehow the so called chicken-and-egg problem. What has to be in place first.
When we started HUM development in cloud, we had to decide what to do first. We decided for functionality as it doesn't make sense to create e.g. APIs for non existing objects or objects without a function.
As we are now somehow on the end of the phase for standard functionalities, we have for sure APIs and migration on our roadmap. But it will take some while as we also align handling unit management in S/4HANA with other areas like WM and TM. Earliest expect a first master data migration object or API in/after 2111 release.
