Not able to create output for the deliveries with Vl71

Dear Experts,

When ZTNS output is triggered from outbound delivery delivery data is sent to third party TM data.

Due to some issue third-party TM system down our deliveries dint reach to TM system .

Now when we trigger document again output is going to with update mode but TM saying there is no delivery becuase first delivery dint create it is not accepting delivery in update mode .

We have to create ZTNS output at a time which is not available in 400 deliveries how to do it , VL71 only working for reprocessing not working for new output creation.

Please suggest on this.

It is not clear how the data is transmitted to 3PL system. If the output ZTNS is processed via an IDoc, check the IDoc status. Of course, VL71 have Processing Mode as "1 - First Processing". Is this not working ?
