Hello Team,

We are trying to access some configuration in CBC and get this error message. I have this problem for the activity: S_ER9_11001473, config activity 106626 and reviewing the matrix menctioned in:

SAP Best Practices for SAP S/4HANA Cloud Public Edition

Accelerators 
-> Implementation -> Configuration apps

We didn't find the related catalog that need to be added to the role. In the configuration role assigned to the user we added all the configuration related catalog menctioned in the your post from2024 Sep 13 9:32 AM (No Authorization to Start the UI for Transacation: https://community.sap.com/t5/enterprise-resource-planning-q-a/no-authorization-to-start-the-ui-for-t...)  and the error persist.

Its the same with the activity: 106166 with the code:  S_EB5_05000350

Could you guide Us how to find what is the missing catalog for this activity code?

Hello @rosa-limardo 

You're encountering a common issue in SAP S/4HANA Cloud Public Edition, where access to certain configuration (IMG) activities like S_ER9_11001473 (activity 106626) and S_EB5_05000350 (activity 106166) is blocked due to missing authorisation catalogs in Central Business Configuration (CBC).

In Public Cloud, access to SSCUIs (configuration activities) is controlled by business catalogues, not transaction codes. When you see an error like:

“No Authorization for transaction S_ER9_11001473 of IMG Activity - ES_V_T059Z_WITHCD2”

Which implies:

  • The user role assigned is missing the business catalogue that enables this configuration activity in CBC.
  • And these catalogue-to-SSCUI mappings are not always documented clearly in the standard Help.

 

Solution

1st option, Use the SAP Fiori App "Business Role Templates"

  • Go to App: Maintain Business Roles
  • Select your role and click on the Assigned Business Catalogues
  • Compare your role with the SAP-delivered template roles (like SAP_BR_BPC_EXPERT, SAP_BR_CONF_EXPERT_FIN)

These roles are pre-delivered with access to key configuration SSCUIs.

2nd option: Check with SAP CBC Support Team

For activities like:

  • 106626 → Withholding Tax Configuration
  • 106166 → Tax Codes/Accounts setup

There are restricted access controls, and sometimes manual enablement by SAP is required. Raise a B-component incident on:

XX-CBC-CE-CON (for CBC – Configuration Environment)

Include:

  • Configuration Activity ID (106626 / 106166)
  • Screenshot of the authorisation error
  • The role name you've assigned

SAP can confirm the required business catalogue or enable access if necessary.

This explains,

  • Why certain SSCUIs are restricted
  • The process to request access
