Need to add description when creating a new open item reference

Why do we need to add an "Open Item Reference Description" when creating a new open item reference?

A description has to be entered for your posting procedure as well as the year to which the procedure refers. The year is used only for grouping the open item reference and provides you with a reference to search by.
