Need new tab at operation header in PM order screen (IW31/IW32/IW33)

Hi Team,

We have a requirement to add a new tab at PM order operation header screen to capture the reason for non-attainment of operations and it has to be user defined field, need your suggestions achieve the changes.

for OnPremise product
