I have seen several answers to this question but none is suitable or complete. I will try my luck.
we have a multilevel BOM that we want to use in a subcontracting PO.
meaning:
We are sending material 1234 to subcontracting vendor ABC.
This vendor transforms this material in 4567.
Same Subcontracting Vendor, creates an additional material, 890, with 16 pcs of material 4567.
So our BOM would be: Header 890
item 4567 16 pcs
and BOM header 4567
item 1234 1pc.
The PO is ordered on the level of 890 but material 1234 is not considered.
The reason we need the middle material 4567, is for the vendor to understand the design since he produces both 4567 and 890.
In one answer, someone suggested making 4567 a dummy material but it is not clear how this would work.
Can someone help? have any additional ideas?

For produce 890, you only need material 1234 in BOM, but vendor price base on process cost for making 4567 and 890.
With good communication/instruction, your vendor will known that for produce 890 from material 1234, vendor will produce 4567 first before can produce 890.

Depend on you requirement. For 890 subconctracting PO, do you want have 4567 in your stock first? If yes then you should create two POs subcontracting, first for 4567, second for 890. But this method is complicated.
More simple if you create one PO only for 890 (using material 1234 as component), but you can still trace through you technical / assembly drawing for material 890.
