Why MRP Monitor is used?
There is not much content I find on the MRP Monitor means how the result sets are generated or on what basis we generate the result sets. So, need your help on how this MRP Monitor is used?
Also, to which module the MRP Monitor is connected to?
Explain with a scenario or anything regarding the same will be fine for me. Please help.

MRP monitor is tool developed SCM Consulting Solutions.
It help to identify issues in your supply chain so you can eliminate them quickly. The MRP monitor to classify your materials and set your MRP-relevant master data accordingly.The BOM analysis provides information on the number of bills of material and BOM usages for a product. The stock level monitor makes suggestions for the stocking level based on a systematic analysis.

Does anyone know if the "MRP monitor" can be implemented without SAP Consulting assistance (or billing) ?

No you need to contact them as it is chargeable, and then SCM Consulting Solutions will provide you transport request which you can import in your system.
After that MRP monitor report will be available in your system.

Why don't you just use MD07 and/or MD06? These are the best MRP monitors, all standard functionality, no additional costs.
