We are trying to enter line with zero price for a supplier.
The reason is that the supplier don't have any inventory for this material, so he don't want to put offer for this line.
For example there is an RFQ with 10 lines.
There are 3 suppliers that are competing.
But 2 of them don't have all the materials. they don't want to put price for all the materials, this is a split sitiutaion that is very common in the organizations.
