Missing configuration items in Manage your solution

In the customizing app "Manage your solution" in the Test system, some configuration steps under the configuration item Electronic Communication - Statutory Reporting - Finance are missing. I can see them in the Productive system, however.

Configuration steps missing:

1. Define Parameters for Electronic Communication with Authorities - 102367
2. Make Settings for Electronic Communication with Authorities - 103726

I searched in our SSCUI list for the mentioned two configuration activities.

Finance > Statutory Reporting > Electronic Communication
Define Parameters for Electronic Communication with Authorities 102367
Specialized for Certain Countries
AT, BE, CH, CZ, DE, DK, FI, GB, IT, LU, NL, PL, SE, SK,
=> This is a country dependent SSCUI, could you please check if the same Country selected in Q and P system?

Finance > Statutory Reporting > Tax
Make Settings for Electronic Communication with Authorities 103726
Global
=> SSCUI 103726 is belonging to the path: Finance > Statutory Reporting > Tax, could you please check from this path?

I have checked for both, and in the P system, they exist in the following paths, but in the Q there are no SSCUIs.
