Misalignment between start date and requirrements date for component

Good evening. I'm facing for a client a huge misalignement between the start date of the process order and the requirements date of components. There are two different order types: one for individual order and one for collective order. For both of them, I've already checked the OPU3, OPU5, and OPUZ, and the configuration is exactly the same for both of them. 

The behaviour for this two types of order is the same: 

• Material components are linked to operation 0020.
• The first operation that is performed in the process order is operation 0130.
• Operation 0020 starts when 0130 is already finished.

But: 

• for order type of collective orders, the requirrement dates of components is the same of op 0020 and so it is after the process order start date
• for order type of individual orders , the requirrement dates of components is the same of the start date of the component

I've already check the scheduling capacity for work center and scheduling parameters but the configuration is practically the same.
