Migration to S4HANA scope

I know that before migration to S4HANA old data should be archived to extent possible to manage data foot print.

But if I have 20 company codes out of this 10 are no longer used.

My S4HANA migration scope should include only 10 active company codes only?

Or I need to include all company codes in migration for technical reasons?

the unwanted company codes should be archived or removed before your migration to S4HANA
