Migrating IM Bins to WM for central warehouse with multiple plants

We have one physical warehouse building that stores material for about 14 other sites (plants). We are transitioning them from IM to standard, central WM and need to preserve all plants within that warehouse. One storage location is currently used, which identifies this warehouse. The same material can be stored in different “plants” and since they section off the warehouse for each “plant”, there are multiple storage bins existing for the same material. In IM, each plant/sloc can have a default storage bin in material master, but in WM we can only have one default storage bin for the warehouse and storage type.

We have chosen to use Fixed bins putaway strategy in our WM implementations so far. How can we handle the multiple storage bins for a material in one warehouse? We do not want 14 warehouse numbers, and we cannot add storage locations. Is setting up 14 storage types the only way? Alternatively, have the stockroom re-name all their bins so they are matching (plant is on the pick ticket/TO so they will know what part of the building to go)? This would be a huge task for the stockroom, but seems cleaner in the system.
