message server (waha/3601) failed: MSENILAYER) error in ECC 6 EHP 8 installation

Hi

I am installing ECC 6 EHP 8 installation in windows server 2016 with sybase 16. I am getting an error during the execution phase at Create ICM userstore stage which says:

An error occurred while processing option SAP Business Suite 7i 2016 > EHP8 for SAP ERP 6.0 ABAP > SAP ASE > Installation > Application Server ABAP > Standard System > Standard System (Last error reported by the step: Connect to message server (waha/3601) failed: MSENILAYER).

There is a SAP note which says

2179550 - Troubleshooting steps for wapsmod.ms.MsAttachFailed error: Connect to message server fails during installation or system copy

If possible kindly provide relevant extracts from that (I am yet to get access to SAP marketplace)

I resolved this by wait on the error...checked the logs from sapinst_dev.txt and sapinst.txt from folder path shared which matched to above description .   I manually started  SAP servers as screenshot enclosed .. waited till it comes up green and then retry on error.. it worked for me ...
