Unfortunately your 2 screenshots do not prove anything right or wrong, with the exception of the same material number and external to your system cannot tell whether or not the quantity from the MB51 report are included in MB5B as the shown quantities have no relation to each other for strangers.
MB5B allows to list all movements, so it should be easy to compare MB51 movements with MB5B movements.
To start with a root cause analysis, when was the physically inventory difference posted? Was this in 2017 or recently in January 2018?
Do you get the movements included if you extend the selection date to the current date?
In what release you are, are you already on a HANA database or even in S4HANA?
Do you have FI Summarization activated?
Just using MB5B as search term in launchpad returns 248 SAP Notes and KBAs today, I recommend to review the notes that are not in your system yet and to implement them
