material requirement based on products declared ?

Hi all,

I wonder how to tackle following issue: 

Every now and then process orders of i.e. 1234567 material production will generate waste that is packed into empty bag (i.e 7654321) 

At the minute each process order for this material (1234567) expects 1 or 2 empty bags (7654321) just in case if it generate waste so I have a lot of POs that expected consumption of empty bags is 1 or 2 but actual consumption none because not all of the process orders will generate waste or rather - not all of them declare it waiting till it reaches certain level worth packing away and disposing. From compliance point of view it looks like we're not issuing expected material into each PO. 

Is it possible to set BOM up so Process Order expects empty bag material to be consumed only when waste material has been declared during production ? Also is it possible to be even more specific i.e. If declared 450kg = 1bag is expected, if above = 2bags etc ? 

Or perhaps there's other way to improve this ?
