Mass updates of New Tax Category (condition type_

Dear,

We are working ON S/4 HANA conversion project. now we are doing post conversion activities on S/4 HANA.

when we synchronized customer to BP on ECC, that time TAX category (Tax condition type) was CNXJ. 

now on S/4 we have created new TAX category UTXJ, when we opened BP for existing customer in display mode we don't see this UTXJ in billing tab of sales area (FLCU01) but when we clicked on Change mode, we can see new tax category.

Is this expected behavior of system? what should be do to see see new tax category in display mode only without going to change mode.?
