Is there a way to mass update on multiple materials the quantity in quota arrangements ?

I don't think SAP provides mass update transaction for quota arrangement in ERP. I'd go for a LSMW and call MEQ1 in background.

Yes, LSMW is recommended.
Else with ABAP help , you go for BDC or I assume ME_UPDATE_QUOTA FM may help.
