Maintenance Notification Workflow

Hello everyone,

I am new to Workflow and need guidance on the below requirement. How exactly am I going to achieve it.

1. If X Role creates a notification with the breakdown indicator checked the no approval is needed to create a work order. X Role himself will create the work order
2. If X Role creates a notification without the breakdown indicator checked then approval is needed to create a work order. X Role will not be able to create the work order
3. If Y Role  creates a notification  with/without the breakdown indicator then approval is needed to create the work order. The Z role  will be able to create the Work order

The above need is for S4Hana
